So when I set a custom port, it still changes it to a random port. How to solve this?

I understand you are using a TftpServer like this:
var server = new TftpServer(1234);
What should happen is that your server will be accepting new Transfers on port 1234. However, the transfer itself will still run on another, random port.
That is a build-in limitation of the tftp protocol. It uses the port number to distinguish between two transfers. Thus, it has to use a new port number for each transfer, otherwise concurrent transfers would not be possible.
